With the cancellation of HS2 from Lichfield to Manchester, there is now no strategy to increase rail capacity north of London. David will explain the transformational benefits that have been lost as a result, which included a huge increase in local, long-distance and freight rail services, which would have been transformational in respect of the UK economy and transport decarbonisation. David will also explain the nature of HS2’s costs and how the best use can be made from what remains of HS2.
